The Waxman-Markey bill, written by Reps. Henry Waxman (D-Calif.) and Ed Markey (D-Mass.), would mandate a 17 percent reduction in greenhouse gas emissions by 2020 and 83 percent by 2050, from 2005 levels. It’s often referred to as a “cap and trade” bill. A Washington Post editorial described it as “a 1,201-page measure filled with political compromises, directives, subsidies and selections of winners and losers.”

The legislation passed the House in June and is now being discussed in the Senate.

The panel discussion is sponsored by Butler’s Science Technology and Society program, Center for Urban Ecology and Center for Citizenship and Community.
